Confirm which international destinations are included before calling Pakistan, the UAE, the UK or the US. Pack expiry and number expiry differ: Bakcell advertises 30-day packs and a 90-day number; Azercell Travel numbers are valid for 30 days.
Regular data add-ons: potentially cheaper, but not a complete tourist SIM
- Azercell 30 GB: ₼29 for the data add-on.
- Azercell 56 GB: ₼39 for the data add-on — another option above a 45 GB requirement.
- Prepaid validity is 28 days; postpaid is 30 days. New SIM, base tariff and eligibility must be checked separately. Availability to a newly arriving tourist has not been confirmed.
- Azercell Travel plans do not support additional internet packages. Do not buy a Travel plan expecting to attach these cheaper add-ons.
Nar: check the general-data allowance
Nar’s TouristSIM announcement lists ₼34 for 20 GB general data + 20 GB social data, and ₼55 for 40 GB general + 30 GB social data, both for 30 days. These are not 40 GB or 70 GB of unrestricted data, and neither guarantees 45 GB for general use. Confirm current prices and eligible social apps at a Nar store.
03 / DOCUMENTS & SETUP
What you need to get a SIM
- Original passport: Azercell requires a foreign passport for tourist activation. Nar specifies the passport used to enter Azerbaijan. Ask Bakcell to confirm its tourist registration checklist before travelling.
- An unlocked phone: check that it accepts another network’s SIM. For eSIM, check your exact handset supports it; Azercell explicitly offers eSIM with Travel packs.
- Registration in your own name: ask staff to complete registration and confirm your number. Keep your receipt and activation details.
- Entry details available: carry your visa/entry information if staff asks; we have not verified these as a universal extra requirement.
- Payment: confirm whether the counter accepts your card or requires cash before activation.
Before leaving the counter
- Turn off home-SIM data roaming and select the new SIM for mobile data.
- Test maps, messaging and a call; ask staff to fix APN/settings if data does not work.
- Check the remaining allowance and expiry in the operator’s app or balance service.
- For family sharing, test hotspot use and ask about restrictions. Video uploads can quickly use shared data; use accommodation Wi-Fi for large backups.
Longer stays: SIM registration and handset IMEI registration are separate. Bakcell’s IMEI guidance warns that foreign handsets using a local SIM can be blocked after 30 days without device registration. Ask the operator about your device’s status and the current process if staying longer.

Choose the package for your needs
Compare general-purpose data, validity, call allowances and the complete activation cost. For a 30 GB requirement, compare Bakcell TravelSIM 35 with Azercell Travel 30. For at least 45 GB of general data, compare their 60 GB plans. Nar’s social-data allowance is separate from general data.
Confirm coverage for any mountain excursion, hotspot rules and the destinations included in international minutes. Keep the operator app installed to track usage.
